Manager, Human Exploration Development & Operations Office
NASA’s Marshall Space Flight Center
Joseph Pelfrey is manager of the Human Exploration Development & Operations Office at NASA’s Marshall Space Flight Center in Huntsville, Alabama.
Named to the position in November 2020, he oversees Marshall’s work portfolio in the areas of human exploration and transportation projects; habitation systems, payload and mission operations and integration; and project development and integration forInternational Space Station payloads, facilities, and environmental control and life support systems. Pelfrey previously was deputy manager of the office from 2018-2020.
He was appointed in 2016 to the Senior Executive Service – the personnel system covering top managerial positions in federal agencies – and spent two years as associate director for operations of Marshall's Engineering Directorate, overseeing budget, workforce planning, and infrastructure.
From 2015-2016, Pelfrey was manager of the Exploration and Space Transportation Development Office, part of Marshall’s Flight Programs and Partnerships Office. He was deputy manager of that office from 2012-2015, during which time he also spent four months supporting the Office of the Chief Financial Officer at NASA Headquarters.
He was named engineering task manager for the Space Launch System’s Spacecraft/Payload Integration and Evolution Office in 2011, and subsequently managed Marshall’s Commercial Orbital Transportation Services Program. From 2008-2011, he was the design integration lead for the Ares I Upper Stage, a program that would inform development of NASA’s Space Launch System. He joined NASA in 2004as an aerospace engineer in the Science and Mission Systems Office, following four years as a space station payload hardware contractor.
A native of Cheraw, South Carolina, Pelfrey received a bachelor’s degree in aerospace engineering in 2000 from Auburn University in Alabama. He and his wife, Nicole, and their daughter live in Huntsville.
