Gabriel Swiney is a Senior Policy Advisor at NASA, where he works in the Office of Technology, Policy, and Strategy. Gabriel is the author of a recent study on policy issues related to lunar exploration and another on policy issues related to NASA’s Moon to Mars objectives. Gabriel advises senior leaders at NASA and the White House on all areas of space policy, including the development of norms of behavior and oversight of commercial entities. He chairs a working group of Artemis Accords signatories on lunar operations and co-leads a NASA-wide space policy network.

Prior to NASA, Gabriel’s work was at the U.S. Department of State, where he was the lead international space lawyer for the Department and headed the U.S. delegation to the COPUOS Legal Subcommittee. Gabriel is the original author of the Artemis Accords and was part of the team that negotiated the agreements underpinning the construction and operation of the Gateway station. Gabriel has won more than a dozen awards for his contributions to the U.S. Government. He teaches space law and policy at Harvard Law School, publishes on a range of space-related issues, has been a guest on many podcasts and other media, and advises science fiction authors on space law and policy.

Before focusing on space, Gabriel worked on national security and conflict issues at the U.S. Department of State’s Office of the Legal Advisor, where he negotiated peace agreements, advised on the use of force and imposition of sanctions, and represented the United States in negotiations with governments and armed groups. From 2008-2009, Gabriel was the senior U.S. Government civilian attorney posted in Iraq. He holds law degrees from Harvard and Oxford.
